  5. The DESC were/are the whipping boys & girls. The driver behind all of this is Treasury. They send out the edict that cuts must happen and it's up to the departments to do it. The result is that this issue which was restricted to the south of the island will, in future, be financed by increasing local or national rates right across the Island. Treasury don't give a shit where the money comes from as long as it's able to balance the books.

As I recall, on one previous occasion Menzies blamed the equipment but it later transpired that they ran out of de-icer (or had gone past its useful shelf life) and had to wait for it to be delivered by IOMSPCo. They have form/history. So it's not something new but could be avoided if somehow it was managed properly. Who manages the managers and their contracts? Shirley there has to be some coalescence by all the parties to make it happen?

Since the last global economic fallout in 2008, which kind of ties in with the lower 6th Form numbers, I suspect a lot of couples/families have thought twice about starting or enlarging their family unit due to the impact that these financial crises have had on their wallets/purses. Women are certainly having children later in life and so family units tend to be smaller. The numbers are out there and I suspect it's not just an IOM issue.

  23. I agree. I can see all stores except Douglas (at some point) being designated as Express stores. It's already started Victoria Rd will be an "Express" store:
