Legislation can deal with acts and deeds but not, really, opinions. However, what can be done with legislation is to create an environment which fosters a change in attitude, but I don't think it can directly effect that change itself. Check out here for details. If you miss it you can always listen to it using the Listen Again Page on the Web. The end result of the trial was that it was found that he hadn't been libelled when called a Holocaust denier by an American academic. The programme interviews all the people involved: Irving, the Judge, the various academics who provided the evidence against Irving, his defence counsel etc. Should be informative.
