As a consequence, and unsurprisingly, MR's recent bids have been based on covering the gross costs of the broadcast, which is why it has increased from £50k to £113k. Applicants should quote, within their bid, how much they would like Government to pay them. Although I lost faith a long time ago, I am completely at a loss to see how the hell this works?
