It smacks of the hoariest old MHK trick of firing in a question so as to be seen to be ‘doing something’ in response to a whinge from a couple of bellends in the constituency. Ordinarily it runs the risk of making the questioner look a twat, but in the case of the genius Post Office Chair, that (cruise) ship sailed a long time ago.

There's a good point in all this and a silly one.  Naturally Manx Radio has picked on the latter, which a belief that allowing cruise ship passengers to remain drinking on board (possibly for free if they're on all-inclusive) is the only thing preventing them from streaming off in bulk and emptying their wallets in the nearest Manx public house.  While there may well be scope for some enterprising tour guide to offer The Barbary Coast and Beyond (get insulted by Albert in the Rovers! get called a jouster in the Legion! get into a fight in Jaks!), this only shows to usual desperation to somehow justify spending anything at all on the cruise market by adding two halfs in the British to the purchase of three fridge magnets.

The good point being made is that there seems to be no legal framework for cruise ships to sell alcohol while they are in Manx waters.  Not that anyone is prepared to admit it.  As usual Hansard is quite revealing and mildly comic.  In response to Edge's artless question:  I would like to ask the Minister for Home Affairs what licensing laws apply to visiting cruise ships? Malarkey tries to claim that none do, while failing to identify exactly where this magical exemption comes from.  Apparently it's because they are 'different' and that's all that matters.  (Next time anyone is accused of breaking the law, I suggest they try this line).  The Attorney General's office say it's perfectly kosher, would they ever get anything wrong?

The amount of hand-waving and forced humour (and lack of any actually quoted laws, except from Edge) involved in the reply strongly suggests that they have completely failed to cover this legally and will do anything to avoid admitting that they have cocked things up.

The trouble with Tynwald is that whatever the AG says is like God's word and final. None of the members will care to question what they are told. It's happened a few times when the AG (examples come to mind of a former AG). They get it wrong too but when they are at the top of the Tynwald lega; tree and those under them know what side their bread is buttered  then, well, they are God. The AG says blah, blah, blah.
