manxchatterbox Posted April 13, 2006 Author Share Posted April 13, 2006 Mollag - what about local authorities being provided with a bank loan facility for capital funding instead of issuing specific bonds? who will ever know what borrowings there are, what they are for, and when the borrowing for anything of a specific and of a capital nature is repaid?
