just been looking at FS Election Candidate blog and the South Douglas polling area and notice that east of the Spring Valley /New Castletown Road there is the S3 district and which has a "bite" out of it as the S4 district - why are the predominately council properties in a separate district ? does anyone know??

It's a good way of starting a conspiracy theory.

Douglas has not always had 4 x 2 seat constituencies, its boundaries have changed over the years, addding on bits of Braddan and Onchan.

The polling districts are also the ward boundaries for corporation elections.

I think, but have not checked, that S4 was the original addition to Douglas standing alone and was then surounded by S3 at a later boundary extension

S4 is Anagh Coar and Cooil Road, Its about 75% Council and 25% private. It was included into Douglas at the time Anagh Coar was built. Late 1960's. It was originally 100% Council. Then NorWest Holst built the original 1st time buyers scheme in the late 1980's. They were private.

S5 is Spring Valley and Pulrose, again originally all council but now with a few private houses. It was incorporated either just before or just after WW2. The privare residents are at the sheltered Housing complex

N2 is Willaston, Governors Hill etc. Originally that was all council houses and incorporated into Douglas in the 1950's. As Cronk y Berry and Governors Hill were built it became a mixed area, probably 40% public and 60% private

S3 is Farmhill, Manor Park, Vicarage Road, a mix of first time buyers retirement bungalows, family homes and a few quite expensive house. No public housing though.

S2 contains mainly public housing as well, Lord Street, Hillside Avenue, James Street etc

The fact is the ward boundaries have not been changed for years and there has been development and they have changed out of all recognition. Originally wards had approximately the same number of electors, now its even more uneven than constituency variation
