This might lead to a short-term problem with supply in some quarters, an elevation of prices, and addicts becoming more desperate than usual to get hold of their fix (with the associated risk of an increase in crime to fund addiction). I know that that doesn't sound very nice at first, but if there isn't a world glue shortage then we could orchestrate one. Like they did with butter, or wine or whatever.
