They're heroes all these folk, even if it was 'only a dog', so many owners have perished trying to rescue 'one of their family', and it's good to have a fully equipped backup team to call on.

 

Even if the dog wasn't in immediate danger and could have eventually doggy-paddled to safety on its own, it could well be regarded as real life training for the teams with real hazards to assess and plan their rescue, much better than contrived scenarios in a lot of cases.

 

Mountain rescue teams in the Lake District often do rescues of stranded sheep from the crags as exercises, it could as easily be a climber or walker next time they get a 'shout'
