In business mathematics this is now better known as the 'Manx Multiplication Factor' - and was derived from Ramsey Bakery, Manx Telecom, MEA and Steam Packet corporate strategies. Yes, I have heard of the MMF also. As far as I know it was the Govt who first introduced this and regularly use it when reviewing budgets for major projects.
