Because they might want to build on it? With the govt pushing the development of that general area of Douglas as a hotel and entertainment complex it makes sense to me that a group that runs hotel and leisure facilities might want to join in? It's obviously all a front. The Sefton Group are just a brass plate company set up by government, which is planning a secret lab to try out all the alien technology it's captured during midnight raids on the homes of well-known local subversives. In fact Middlemarch was set up by the CIA as a way of secretly filtering money into Europe to carry out extraordinary rendition on people suspected of having psychic powers.
