I know it's wrong of me to assume something without knowing the facts, but looking at the picture the 4x4 has damage to the back so maybe they were reversing out. If they just dragged the damaged vehicles to the side of the road they could let everyone on their way and continue the paperwork at the roadside. That's what happens everywhere else. Perhaps they close the roads if somebody is injured as they would have to wait until the ambulance arrived to move them off the road, and it's not very practicaly to try and divert traffic round somebody lying in the middle of the road is it. Crap With liigation this day and age, the Police take loads of pictures, measurements and reconstructions before opening the road. If they dragged the evidence (as you suggest) to the side and open the road, then there would be even more acidents with rubber neckers. Show us some evidence where the Police do this elsewhere?
