then there is the 2008 Douglas Promenade Global Warming Protection Plan which calls for a new sea wall - like an extension of Loch Promenade - all the way along which will be 100 metres out from the existing sea wall and which behind will create a huge area.

On top of part of that reclaimed area the palns show a twin storey car park with a grassed top deck area for ball games and recreation or whatever. The reclaimed area will also allow for the horse tram tracks to be relaid taking the trams away from the cars and provide coin operated BBQ facilities as well as some new gardens and a cafe area. Most of those that have seen the artists impressions think its a good idea. Its going to improve the whole promenade.

all to be partly subsidised by developers - and via a new speculation tax on new speculative built apartment developments, i.e apartment blocks are going to have to be 75% pre-sold before building can commence otherwise the speculation tax kicks in, and a general sliding scale windfall tax on developers who have built more than 20 apartments in the last 5 years.
