It was exactly the same in the ps2 xbox days, xbox just got a different (read better) version a bit later. Maybe konami dont understand the word exclusive either??? Yes they talked about "considering" other platforms but they themselves and hideo Kojimaa(the head honcho behind the mgs games who has always said it will only see the light of day on the ps3)) both confirmed it is a ps3 exclusive.
