That's probably the 'composting facility' they built a couple of years ago. There is a tendency to launch these things with a picture in the paper in an attempt to convince people that something is happening. Asa consequence some pleb will be spending hours every week trying to generate enough column entires and media usage to justify their existance. Its a shame that the newspapers don't actually look for news and that Government and local authorities have to waste tax and ratepayers money paying for this sort of dross to be published.
