Dredging seems to me like a very antiquated way of gathering scallops - rather like driving woolly mammoths off a cliff in fear. It's a premium product, couldn't a better and less destructive farming system be developed, for use within the 3 mile limit?

A good idea but how could it be enforced? Anyones who has walked round the French fish markets in one of their ports can see the lip service they give to conservation. Locals might respect it but I can't see certain countries abstaining from wanting to hoover everything out.
