Just 2 ideas to generate more passengers:

 

A proper Univeristy based on the Island? (A nice safe environment to send your little darlings to)

 

Would it really work though? I think you would have to have lower fares as otherwise the students would not be able to regularly visit their home (and escape to England to relieve boredom).

 

A Motorsport Venue would have an appeal but in order to get a decent number of tourists over I think some attraction would need to exist that would be of interest to most people.

 

But I, like you, do not think the tickets are that expensive.
