The IOM is such a small community that trouble makers could be stopped... like an over 18 card with a 3 strikes and your banned from buying any alcohol.. I can see this making sense in a club or pub, not for buying alcohol outside of those establishments as you could just get someone else buying it for them. If you are under 21 (or indeed any age) and are pissed or causing any bother (or even on your way to doing so) whether you started drinking at home or not you shouldn't be served in any establishment - full stop. The rules are all already there - people just need to make sure the rules are enforced properly - with stiffer penalties for people that continue to serve arseholes or serve underage drinkers in pubs or off-licences. Isn't the law that you are not supposed to serve people who are intoxicated? How does that work anyway because when you enter a pub a good number of the people in there are pissed and more so in clubs. Is it really only workable when someone is completely wrecked? Those kids who behave in a mostly civilised manner should be free to do as they wish. That was the way of it in my day and i'm not some fucked up alcoholic scally.
