"There is, therefore, a strong case for the provision of a new Air Traffic Control (ATC) facility built to modern standards.

"Safety and operational efficiency would be improved and working conditions for controllers would be greatly enhanced."

 

In which case if there is a strong case get a commercial loan....

I'm convinced.

 

Based on the extensive IOM Government business case assessment I would recommend the following as it is flexible, looks in good condition, has not expired and contains that magical element of transparency (so far missing from the proposal).

Whatever they do I hope they have a copper fastened fixed price contract.
