They were seen being hit in the first instance crossing the road. 2. Officer seen very casually chatting to them as they ran out for seconds. 3. Female officer left alone with one woman before she jumps up and tries for thirds. They should have been interviewed in the back of a patrol vehicle in the first place, cuffed if need be.
