Surely the Department has a duty of care? I doubt it. You also have a duty of care to yourself. It's not that hard to drive on ice/snow if you are careful. The DoT will grit the main roads after a warning from the Met Office, but they can't be expected to do every single single minor road and residential street. They could always buy 300 gritters and grit every road all over the island every 10 minutes but your road tax would probably go up a notch.
