ballaughbiker
Its not just a matter of money. The terrain beind the approach can be a problem providing ILS service. This would be one of the difficulties installing ILS for the 21 end of this runway.
Captain Bob
Having runway 21 available has saved many a diversion on windy days. It is no more 'risky' than using the main runway - there are built in safeguards in the way of increased minimum decent altitudes. From a pilot's point of view, it's nice option to have up your sleeve. It's good to disconnect the automatics and do some real flying from time to time too !.
