All EU driving documents have the details written in the native language of that country and English (sometimes French). I imagine that the problem only occurs with Polish driving licenses from pre-2004 before the country joined the EU and when most driving licenses were only written in Polish.

 

If you have a look at the picture of the Polish licence on the BBC page you will see it is an EU one - with french writing ...

.. and has "Prawo Jazdy" written just underneath it. So the problem must also be for post 2004 licences.

I see but the format of the license is no different to other EU countries. The name of the person is always in field (1), the issuing office is always in field (3), etc. If there are Police out there who are unable to determine somebody's name from their license (and Police computer systems which allow the word 'driving permit' as a valid surname) then there's some retraining needed.
