Why not just move it further away from the bridge so all the hoo-hah doesn't happen. I don't particularly agree with the perspectives that see the rehabilitation centre's proximity as disrespectful but if these vets are being accosted then move the boat. The point may be that the veterans and their families go there to remember their comrades. This invloves a certain amount of deep thought and introspection for the survivors. When you're deep in thought about lost friends and colleagues, the last thing you want is a toothless old hag pulling on your cock, or a drug addict trying to sell you lucky heather. If they are hanging about causing trouble then the boat should be moved.
