Which would be different from employers' liability. What if a slate falls off because a building is not properly maintained? And it splits someone's skull open ? A slate can fall off any building, commercial or not. Most household policies will provide some sort of liability cover, but there's no legal requirement for a public liability policy (doesn't stop you being liable though).
