Yes, but as has been proved by price rises in the past, the more trivial trips/jobs fall away and people start being more careful about consumption. You might leave an engine running idle now, but if fuel was 2x the cost, you may not. You might use a digger to level a garden now, but with more expensive petrol you might use a cheaper rotorvator if fuel were more. With more expensive fuel it may be more effective to renovate old properties than demolish them and start again.
