It seems like a good idea because even if every adult on the island has only one plastic bag that's about 50,000 bags. They need to stop the shop keepers handing out bags too. The blame needs to be firmly placed where it belongs - and getting us to concentrate on plastic bags really is just a supermarket/government tactic. Notice how everything seemed to go quiet after they concentrated on that? A small island like this is the best place to start something like this IMO, and it would spill to all areas NWSE. Just put it in your pocket until you get home. Problem solved* *may cause toxoplasmosis and subsequent death.
