So if only a minority of people can be classified as normal how are they going to treat the majority????

A similar thing is happening with crime. They are trying to identify young people who may be at risk of committing crimes in the future.Then the Multi Agency Team can intervene. Eventually we will all be labelled as potential criminals or liable to mental illness.
