While the proposals from the Department of Culture, Media and Sport did not mention taxation, its statement said offshore operators are not "bearing a fair share of the costs of regulation".

Evolution Securities analyst James Hollins said "the statement firmly implies" the legislation will include taxation.

However, Vaughan Lewis, a leisure analyst at Morgan Stanley, added: "The government has to be careful, as you can't change the law just to raise taxes. But while the proposals claim to be driven by a desire for greater customer protection, they will also create an opportunity to levy duties on overseas operators."

Might this be the death knell of the industry on the Island? It seems that any businesses located here for tax reasons only have a limited future. The new Government should break loose from being wedded to a "business plan" based purely on a low tax environment.
