Frances Posted November 1, 2023 Share Posted November 1, 2023 looks as tho it also had difficulty with docking at Heysham today - according to the webpage it left 6min late but arrived 49min late (after my own experience with Manxman a month ago I no longer trust these figures tho as I suspect they are based on planned but not real times). There's been a lot of activity in & around Heysham the last few days with dredgers, so it's possible that they had to wait for other vessels to move out the way to allow sufficient room for MX to enter & manoeuver. Rather than having them done before she arrived. It's a good question and one that has been asked before without answer. The DoI only applied for planning in July 2022 (received October) and getting specialist contractors would take longer. That explains why it's costing £6 million rather than the £3.25 million originally projected. Construction of the Manxman only started in August 2021. There's a long gap in the timeline for most of that year, which will be partly explained by Covid slowing down the yard's construction line (they were chosen the previous year), but it also suggests they were finalising the actual plans for the boat. The new CEO was announced in May and it's not clear how much influence he had over this - or indeed the Government in general had after the takeover in May 2018. But both are certainly possible. You would have expected the general dimensions and so on of the boat would have been finalised fairly on in the process and those passed on the DoI Harbours to assess if the new boat would be able to operate with the existing infrastructure and draw up plans to cope if not. So either this wasn't done, or the relevant specifications weren't finalised. The recent dispute makes me wonder just at what stage the extra crew accommodation was added and who was behind the new boat being larger with all the subsequent consequences. Now DoI Harbours seems to have been rather rudderless. The previous Director of Harbours retired early in April 2022 and he wasn't replaced till this January (by another ship registry person) and that seems only to be a temporary appointment. And there was no permanent DoI CEO. So assessing how the new boat would operate might have gone in the "too hard to think about" pile (did Chris Thomas's arrival in June 2022 get things moving?). Or it may be that the specifications of the boat still hadn't been finalised and that was a good excuse to do nothing. Or both.
