The Queen is Lord of Man, due to overall responsibilty for the Island being handed over to the Crown way back in the year 'whenever', but due to a busy schedule she can not attend each sitting of her Manx Government so she appoints a representative to attend in her place. The Governor basically lets 'her' Manx Government run the Island, but is there to step in on behalf of the Queen if things start getting silly. The theory is that he has to be 100% impatial from the Government, so his appointment should not have any influences from within the Government. He's there to keep them in check.
