Similar argument to the one in the book 'Freakonomics' that explained a drop in crime rate with legalisation of abortion years before - can't remember the dates in question.

Statistics can be manipulated any which way you want. Chief constables can make themselves look like a hero quite easily by downgrading some offences and massaging the figures on others.
