The nature of employment has changed drastically. From working in stable, decent-paid jobs in the '90s with expectations of progressing upwards, young people today are increasingly finding themselves trapped in part-time, insecure, poorly-paid work with few opportunities for training.

Scottish people should get a priority, just like Manx should get a priority here. Being Manx or Scottish is not merely a "chance" or location of birth. Different people think in different ways and have different temperaments and inclinations because they are a culmination of generations of selective breeding. You can't just say a child is born with a blank mind; it inherits "programming" or genetic code from its parents.
