Reading the FOI on this, DfE and DOI seem to have taken the same strategy as the Roundels. if you have an accident it is no ones fault as nobody knows wtf they are doing in their approach.

It’s very clear from reading the actual FOI email trail (and not that badly compiled rubbish IOM Newspapers put together) that they made up extra covid tests to try to piss off the cruise operators and make it more likely they’d go somewhere else. Which is exactly what happened.

On paper that's a win. 

1) for the environment, the so-called 'biosphere'.

2) for the Manx Taxpayer.

3) for Bus Vannin passengers who will have avoided their bus being cancelled.

They have also pissed off the Guild of Manx Tourtist Guides. Luckily they haven't upset the Guild of Assassins yet.

Maybe they're the same people but slower.

The Guild of Manx Registered Tour Guides were actually the people who made the FoI request that released that flood of contradictory emails which confirmed that those dealing with cruise arrivals didn't know what they were doing, but did know how to press send.  Presumably the Tour Guides were as confused as everyone else by the confusing nonsense that was coming out on the topic, though I'm not sure the emails lessened that - just confirmed that the main civil service activity is trying to find people to blame[1].

The main impression I got from the whole mess was just how many people had their fingers in the pie and how many agents and intermediaries there were.  Also everything seemed to be left till last minute, even though both Covid and the transport problems were known about.

 

[1]  To be fair some of the more junior ranks were busy trying to rearrange things before public heath managed to stop things by demanding that everyone coming off the ship be tested - even though the Covid rate was actually higher on the Island.

It’s clear they plucked that random testing requirement straight out of thin air hoping that it would piss them off enough to go elsewhere. Which is what they did.

I think you may be crediting them with too much initiative.  I looks more like doing something to make it look like you're doing something than anything else.  The cruise lines just then got pissed of with all the incoherent nonsense they were having to deal with.
