It's only a very small minority within a very small minority who actually practice that. The purpose at the time the Talmud was written was to prevent coagulation of the blood. That was over 1,500 years ago. It's considered dubious even by the ultra-Orthodox in this day and age. The only reason it gets mentioned again and again is because of how odd it sounds, rather than it being something normative.
