It's a minor step, but one in the right direction. Judging by the media, it looks like many people are getting refused entry into the states when they arrive there. People forget today how dreadful those IRA gangs were - especially in the 70s and early 80s before they switched to more economic targets. They killed a lot of people in Britain. Do you believe it would have made any difference or been right if the UK had excluded Irish people? One way is to view it as a sort of admission that bombing countries may lead citizens of those countries to seek revenge. Who could have predicted that? The Boston Marathon bombers were from Russia.
