As for being economically inactive for reasons good or bad that doesn't show the number of people who fall into the could but won't work group many of whom have two careers, one is living off the dole and social services hand outs combined with working in the black economy. BoJo has already explained why although he's in constant contact with the areas affected he's holding clear so as not to get in the way of rescue workers which no doubt would happen if rolled up with security support, other strategic staff, hangers on, Media etc whereas once the emergency state has eased is when visiting the affected areas makes sense.
