We should all be thoroughly ashamed of that. The reason it has come about is because this tory government shifted money from the Social Care budget into the NHS budget whilst at the same time underfunding them both. John Major, to me, made a very telling point. That is the simple fact that a drop in living standards hits the poor and most vulnerable first. As we are currently seeing with the welfare cuts by IDS and others making a bad situation worse. The Institute For Fiscal Studies estimates that their welfare cuts will add nearly a million more children to the number of those living in poverty. A total of over 5 million by 2021 FFS! Poverty is a difficult concept to measure. What is poverty? Absolute? Relative to median (which isn't necessarily poverty)? I've had some although I didn't think so at the time, because it is relative. I was perfectly happy as a kid but my household would have been termed "deprived" by the great and the good. It is also subjective. As you can see from the link, there is little agreement as to the parameters of measurement. I spoke at Communist Party meetings as a young member, and I've made all of the arguments from the far left perspective.
