No they didnt. So now you can see the flaw in your argument.? "Experts" are never so expert that they can see the future. From the experts regulating the global financial system just before the crash to the experts who certified the Boeing 737 Max8 as fit to fly. I always do so because there is evidence that it is safer than not doing so and, of course, it is the law. It's not as cut and dried as one might think, though.
