The underlying meaning of the final sentences is not clear to me. These include any new commitments under any debt financing arrangement or transaction or any amendments to their terms". This may all be a storm in a tea cup. However, this is just another example of how muddled things can get if the Government is not clear and upfront with the public about what it is doing!
