I was in Liverpool a couple of weeks ago and a local acquaintance told me that LCC are currently toying with the idea of imposing a traffic "clean air" or congestion charge for vehicles transiting the city, similar to that in London.

The implications of that for traffic users of the new terminal are that car/van drivers coming to and from the boat could well be hit with an additional charge (both ways?) if their vehicles aren't Euro 6 compliant (or whatever criteria LCC choose to use/apply).

That has been mooted for some time, same for Manchester. 

ETA Seems that both schemes have been deferred in view of impact on businesses.   

Liverpool say they won't be introducing a charge to assist in their CAZ initiative,  so it looks like it isn’t going to be an issue.

I've always been of the opinion that the choice of Half Tide dock was a very very poor one for various reasons.

However I've since realised that it's ideal to ship across very large numbers of foreign motorcyclists...
