IIRC with MEA the denizens of Tynwald were unaware of the Barclay loan.

With Half Tide Dock they are fully aware of the spiralling costs and the inevitable Blamestorming to come...

So presumably the PM was bought in from a Civil Engineering consultancy - so which one is it?

I also imagine that no budget decisions were made without the major stakeholder, IOMG, being involved?

After all, we don't want a "Not my fault guv. I hired the best people (public) money could buy" scenario...
