Possibly. However the closure of bases in U.K. is down to shedding the very expensive to operate Embraer jets and closing jet service bases which are no longer needed. 

Those airports/routes will be served, possibly at reduced frequency, by Q400 turbo props.

The only real part of the contract is that Flybe get £155 per single journey, with no luggage, for seats they’d otherwise sell for £40.

That price does allow swapping, but not cancellation refunds.
