Who chairs the Technology Leaders Network?  What is their delegated authority to make spending decisions? Do the attendees act on the instructions of their departmental ministers?

So you would have us believe that they have all of these expert people running IT, but despite that, Theresa May went in there one morning and said to this multitude of highly paid techies: "Right chaps. We stop paying for XP support in 3 months. I've just been to the bank and cancelled the direct debit. Carry on!" Doesn't seem right does it? Because it isn't.

No she will have speed read a piece of paper and said to an underling "Well there is £5 mil we can save right there.  Pass word down to the IT Gremlins that funding has stopped".

But ultimately, decisions and priorities are set locally by managers in each NHS organisation. As we now know, there were plenty who failed to recognise the cyber security risks they faced, and only now has the inevitable end result been made painfully apparent.
