This bit is relevant to me:

“The next day he was scheduled to have his final brain wave test to call his time of death, but his vitals spiked so they cancelled the test.”

The “they” here are the doctors, ensuring things are done properly. This was no organ-harvesting death panel. Rather they are cautious, test and when there is hope working to help recovery. 

The only reasonable explanation is medical science not any sky fairy.
