So you think that those are mutually exclusive? How ill-informed you are. Ever heard of Abu Hamza al-Masri and his followers? They fit the definition absolutely. In his case he used the protection of the UK and lived on the largesse of the state with his huge brood, while preaching the most vile hate imaginable against his hosts and benefactors. He was only extradited to the US after hugely expensive and protracted legal involvement funded by the taxpayer and the intervention of the ECHR. Even then it happened only after guarantees were sought and given that he would not face the death penalty or Guantanamo. This is how stupid we are and where people of your ilk have led us.
