My first thought too, if they’re struggling now just imagine the demand of an additional 15 thousand people, seems very early on to restrict use.

Are we? Who knows. I'd prefer carrot to stick anyway, give people grants to modernise their bathrooms and install low-water-use facilities.

Recently saw a report on US West drought and Lake Mead (Hoover Dam). 

It's 150ft lower than it should be and it supplies 10s of millions in Nevada and California with water and power.   If nothing changes in the next couple of years, there are going to be serious problems. 

Some of the really interesting things with the water level drop are, some of the marinas are now kms from the water, house boats are now just houses and bodies and sunken boats are turning up all over the place.
