Last week every one was double swabbed and one tested here and the other in Manchester. Concordance was excellent, which is why IoM analysis only was allowed to proceed this week.

This seems disingenous of Quayle. It's one thing to have an informal briefing days before saying "hey boys, all being well this is what we're thinking" and a completely different thing to make the announcement of change of policy via a statement to Tynwald.

As expected Callister's social media post is crass and self-serving. It's like he's saying it would have been ok to announce it if he'd had an email first. Watterson's is raising a more important issue than an individual member's dignity. He's saying that they released this information into the public domain, not in front of the people we elected who could scrutinise the decsion but a few hours later during the razzmatazz of a stage managed media briefing in front of the footy correspondent from Manx Radio, Sam the trainee from the paper, and a graphic designer masquerading as a mongoose. Maybe, that's ok if it's a minor relaxation of regulations. But, as Albert has mentioned, if it was a tightening - that's taking away of our liberties with no democractic accountability.

This is a man in his current role because of dodgy activities by the unelected LEGCO and now he can give or take our basic freedoms without reference to our representatives.

so, new regulations, tightening the lockdown are made by the Chief Secretary and announced at press conferences, and have to be approved by Tynwald within a few days. That’s OK?

but, new regulations, loosening the lock down shouldn’t be made by the Chief Secretary and announced at press conferences, but should be announced to and approved by Tynwald first. Otherwise it’s not OK.

I can see pros and cons to both. I think consistency is good. 

Tynwald is currently sitting weekly, on Tuesdays. The normal procedure under the Emergency Powers Act is for the emergency regs to be issued during the week before, they have effect as law immediately and continue unless they aren’t approved. They’re public. They go on the Tynwald Agenda the Friday of each week. The journos can read them and ask questions, before they get to Tynwald.

Compare loosening with repatriation. The regs and principles weren’t announced in Tynwald, but in press briefings. Tynwald did amend them however. There’s one difference. Those regs were Tynwald approved before the first returnees were allowed in. In the loosening will have taken place before Tynwald approves. There’s no going back. Imagine loosening and then retightening and the trouble that might cause.

I’m not sure they’re playing fast and loose with democracy here. Decisions have to be made very quickly and I doubt people like Callister and some others are losing much sleep at the moment when I’d say Quayle, Cannan, Ashford and some of the others probably are. The only thing he is likely to lose sleep over reading that statement is the prospect of 8,000 Onchan Karen’s from Facebook who want to stay off work for another month posting about how unfair it all is that the Chief Minister is ruining their holiday by getting their husbands back at work.

What was the imperative to loosen the lockdown on Friday, why couldn't it wait until next Tuesday/Wednesday?  IOMG are backing themselves into a corner because now they have to rush to get new guidance note/regulations out ready for 06:00 Friday and if on Tuesday Tynwald determines that something in those guidance notes/regulations should change then it'll just cause even more confusion. Why do they insist on making things difficult for themselves and others?
