That’s OK? but, new regulations, loosening the lock down shouldn’t be made by the Chief Secretary and announced at press conferences, but should be announced to and approved by Tynwald first. Otherwise it’s not OK. I can see pros and cons to both. I think consistency is good. Tynwald is currently sitting weekly, on Tuesdays. The normal procedure under the Emergency Powers Act is for the emergency regs to be issued during the week before, they have effect as law immediately and continue unless they aren’t approved. They’re public. They go on the Tynwald Agenda the Friday of each week. The journos can read them and ask questions, before they get to Tynwald. Compare loosening with repatriation. The regs and principles weren’t announced in Tynwald, but in press briefings. Tynwald did amend them however. There’s one difference. Those regs were Tynwald approved before the first returnees were allowed in. In the loosening will have taken place before Tynwald approves. There’s no going back. Decisions have to be made very quickly and I doubt people like Callister and some others are losing much sleep at the moment when I’d say Quayle, Cannan, Ashford and some of the others probably are. The only thing he is likely to lose sleep over reading that statement is the prospect of 8,000 Onchan Karen’s from Facebook who want to stay off work for another month posting about how unfair it all is that the Chief Minister is ruining their holiday by getting their husbands back at work. IOMG are backing themselves into a corner because now they have to rush to get new guidance note/regulations out ready for 06:00 Friday and if on Tuesday Tynwald determines that something in those guidance notes/regulations should change then it'll just cause even more confusion.
