Weighing up which contributed more or less to their successes is the pub- and historical-debate. Senior proved his ability in war and running the CIA. He also proved his statesmanship as the Cold War ended and in the Gulf War. A decent president notwithstanding his tendency to feel up young ladies from his wheelchair. After the allies had encouraged the Shia in the South and Kurds in the North to rebel they walked away and left Saddam to crush them.
