He is indeed, which means whenever a DoI application comes up, he has to leave the meeting.  Which makes him a fairly useless Chair to be honest.  It's another example of how this 'double-jobbing' by MHKs is designed to make them ineffective.  Which of course is the point - and one that, despite Lisvane's objections, actually has got worse under this government.

There is absolutely no point in having the responsibility for some part of a Department, unless you also have the power to be able to change it[1].  Otherwise you just become another PR person bullshitting and apologising away without ever putting anything right.  Given that even Ministers under Quayle aren't allowed to have any say in running their Departments (as we saw with Beecroft) then being a Departmental Member has no real purpose except for that 30% or 40% percent extra for being humiliated by the daily reminder of your impotence.

 

[1]  I mean proper systematic change, not getting the potholes filled in a constituent's road because they've been mithering you.  Unfortunately that sort of petty clientelism seems to be limits of what most MHKs think they are there for.

Thanks John. I'm just trying to raise the suggestion that this "activity" must, in some way, contribute to our GDP. It has to. Invoiced materials and labour. Regardless of whether it's private customers being billed or the Government?
