On the other hand, it was always said that Longworth wanted the horse trams to stop at the War Memorial.......maybe he'll get his way. This may be an attempt to get the promenade open and looking respectable, with the remaining work to be treated as individual projects at a later date? It would certainly make a lot of sense and create a lot less disruption.
